Thinking of buying a property in Cyprus and spending more time on the island? Depending on your circumstances, you may be eligible for temporary residence, permanent residency through Category F, or fast-track permanent residency through a qualifying investment.
These three options have different financial requirements, application procedures and conditions. Understanding the differences can help you choose the right route before purchasing a property.
1. Temporary Residence Permit – Pink Slip
The Pink Slip is a temporary residence permit for non-EU nationals who want to live in Cyprus without taking up employment or conducting business locally.
It is often suitable for people who have income from abroad, including pensions, rental income or other reliable financial resources.
Financial requirements
Under the €24,000 annual-income framework commonly used for visitor residence applications, the amount increases for dependent family members:
- Main applicant: €24,000 per year
- Spouse (husband or wife): an additional 20%, or €4,800
- Each dependent child: an additional 15%, or €3,600
For example, a married couple would need to demonstrate approximately €28,800 in annual income, while a married couple with one dependent child would need approximately €32,400.
The Migration Department assesses financial sufficiency and supporting documentation. Applicants should confirm the currently applicable threshold for their specific visitor-permit category before applying.
Other important conditions
Applicants generally need suitable accommodation in Cyprus, valid medical insurance and evidence of sufficient funds. A property can be owned or rented.
The Pink Slip is normally issued for a limited period and must be renewed. It does not provide permanent residency and does not generally permit local employment.
Best suited for: Non-EU nationals planning to live in Cyprus on a temporary or renewable basis without making a qualifying investment for permanent residency.
2. Category F – Standard Permanent Residency (Slow Track)
Category F is a traditional permanent residency route for non-EU nationals who have a secure income from abroad and can support themselves without working in Cyprus.
Unlike the fast-track investment programme, Category F does not impose a fixed €300,000 property-investment requirement.
Applicants must demonstrate that they have sufficient independent income to maintain a reasonable standard of living in Cyprus. Eligible income may include pensions, rental income, dividends and interest.
Financial requirements
The Cyprus Migration Department’s published Category F criteria state:
- Main applicant: at least €9,568 in secured annual income
- Each dependent family member, including a spouse: an additional €4,613
These are the published regulatory minimums. They should not be treated as a guarantee of approval, since the authorities assess whether the applicant has sufficient financial resources in practice.
Category F applications are examined under the standard procedure, which can involve a substantially longer waiting period than the fast-track route.
Do you need to live permanently in Cyprus?
Category F can suit people who want permanent residency while retaining flexibility to spend time abroad.
You do not need to remain physically in Cyprus throughout the year. However, this does not mean there are no residence obligations.
An approved applicant living outside Cyprus must establish residence within one year of approval. The permit may cease to be valid if the holder acquires permanent residence abroad or remains absent from Cyprus for two years.
Therefore, Category F is not a residency option that can be maintained indefinitely without visiting or establishing a genuine connection to Cyprus.
Is buying property compulsory?
There is no fixed minimum property purchase price under Category F. Applicants must nevertheless demonstrate suitable accommodation and sufficient financial means.
Best suited for: Financially independent non-EU nationals who are not in a hurry to obtain permanent residency and do not wish to commit to the €300,000 fast-track investment.
3. Fast-Track Permanent Residency – Investment Route
Cyprus also offers an expedited permanent residency programme under Regulation 6(2).
This option is particularly relevant for non-EU buyers purchasing qualifying property in Cyprus.
Property investment requirement
For residential property, the applicant must purchase a new house or apartment directly from a development company, representing its first sale.
The minimum qualifying purchase price is:
€300,000 excluding VAT
VAT is payable in addition, at the applicable rate.
A resale apartment or resale villa does not qualify under the residential-property category of this programme.
The programme also allows certain other qualifying investments, including commercial real estate, Cyprus company share capital and eligible investment funds, subject to separate conditions.
Annual income requirements
In addition to the qualifying investment, applicants must demonstrate secured annual income of:
- Main applicant: €50,000
- Spouse (husband or wife): an additional €15,000
- Each dependent minor child: an additional €10,000
For example:
| Family | Required annual income |
|---|---|
| One applicant | €50,000 |
| Married couple | €65,000 |
| Married couple with one child | €75,000 |
| Married couple with two children | €85,000 |
The spouse’s income can be included when calculating the total qualifying family income.
For a qualifying residential purchase, the income must come from abroad and be supported by the required tax documentation. Applicants must also satisfy the programme’s other financial, legal and eligibility requirements.
Do you need to live in Cyprus all year?
No. Fast-track permanent residency does not require continuous year-round residence in Cyprus.
However, holders must comply with the applicable residence conditions, including establishing residence within the required period and avoiding an absence of two years that could cause the permit to lapse.
The qualifying investment must also be maintained or replaced in accordance with the programme’s rules.
Best suited for: Non-EU property buyers with sufficient overseas income who want a more direct route to permanent residency and are prepared to make the required investment.

Which Cyprus Residency Option Is Right for You?
The best option depends on your long-term plans, family circumstances, financial resources and whether you intend to buy property.
If you want to live in Cyprus temporarily, the Pink Slip may be sufficient.
If you have reliable overseas income and are comfortable with a longer application process, Category F may offer permanent residency without a fixed minimum investment.
If you are planning to purchase a qualifying new property worth at least €300,000 excluding VAT, fast-track permanent residency may be the more suitable option, provided you meet the income and other requirements.
